In the 4th paragraph of Dir Michael Hicks Beach's despatch No. 34 of the 1st May 1878, the race distinction is again referred to and sanctioned. Like Your Lordship, however, Sir Michael Hicks Beach notices the fact that the existing Hongkong Pension Minute of 1862 appears to hold out the Chinese as well as others complying with its requirements the prospect of a pension.
Dr. Eitel's report sets forth very clearly the ill effect upon our interpretation system of this race distinction. As the existing minute, which has been a part of the Official law of the Colony for nearly twenty years, undoubtedly holds out the prospect of a pension to them, it would seem to be unjust, also. But, on the subject of gratuity we would venture to ask Your Lordship's attention to the reason I gave in my minute of the 10th of September 1878 for preferring pensions whenever the law allowed pensions: that the mere
